When inflated, the balloon forms a second tube surrounding the first tube with an air space between the first wall of the balloon and the sidewalls of the first tube. The balloon extends covering the opening on the sidewall. Air flowing into the first tube exits, via the third opening into the airspace between the first tube and the balloon, out of the airspace. In another embodiment, the balloon has a tube with multiplicity of holes in the walls is wrapped around the outer wall of the balloon.
