The method of allocating is related to a method of automatically generating a connection identifier (CID) having 16 bits for packet transmission over the IEEE 802.16/WiBro network in order to transmit the IPv6 multicast packet. In this method, a scope value of the IPv6 multicast packet is added to the MCID. Therefore, multicast packets having an effective IPv6 scope such as a multicast packet in a link-local category, a multicast packet in a site-local category, and a multicast packet in a global category can be transmitted over the IEEE 802.16/WiBro network according to the scope of the multicast packet.
