The acid-functional, isocyanate-terminated compound is then reacted with at least one polyol to produce a higher molecular weight, acid- and hydroxyl-functional compound. Finally, the acid functional groups of the high molecular weight, acid- and hydroxyl-functional compound are neutralized to form a fluoro-urethane salt which is dispersed in water.
