An embodiment method performed by a processor of a mobile device may include storing a service registry that defines a plurality of service provider devices, a plurality of service consumer devices, and device capabilities required for a plurality of MPEG services, discovering a first set of currently available devices and/or conditions (e.g., network connectivity, etc.), wherein the devices of the first set include service provider devices and service consumer devices, identifying a first available MPEG service of the plurality of MPEG services based on the discovered first set of currently available devices and/or conditions, and generating a first MPEG service descriptor associated with the identified first available MPEG service.
