In some examples, the method includes culturing multipotent stem cells with a first medium containing a fibroblast growth factor (FGF), such as fibroblast growth factor-2 (FGF-2), in the substantial absence of dexamethasone, seeding a biologically compatible substrate including extracellular matrix (ECM) with the multipotent stem cells cultured with FGF, and inducing the cells to differentiate to osteoblast cells by culturing with a second medium containing a differentiation factor (such as bone morphogenetic protein, such as bone morphogenetic protein-2 (BMP-2)), in the substantial absence of dexamethasone.
