The polyisocyanate curing agent is obtained by a reaction between an alicylic polyisocyanate and a monoalcohol having 10-50 carbon atoms. The weak solvent-soluble fluorine-containing copolymer is a copolymer obtained from a fluoroolefin and a double bond-containing monomer copolymerizable with the fluoroolefin, and has afluorine content derived from fluoroolefin of not less than 10% by mass.
