The solutions contain at least one phosphorus based acid compound, e.g. phosphoric and/or a phosphonate and a cationic or non-ionic surfactant. Importantly, the solutions do not require the presence of an anionic surfactant to achieve the objects of the invention, thus enabling successful manufacturing using multiple formulation methods.
