An appraisal device selects a price adjustment category for the vehicle from a set of stored price adjustment categories. The appraisal device determines a base value for the vehicle by modifying a market value of a vehicle type based on an amount corresponding to the selected price adjustment category. Modifiers are determined based on vehicle information received from the user computer and the price adjustment category selected from the data storage device. The modifier is limited to a threshold value. The appraisal device determines guaranteed offer price for the vehicle by combining the base value and the modifier values.
