A process of forming a fertilizer particle includes the granulation of a quantity of insoluble material to a size where the majority by weight is between 0.02 and 3 millimeters to from granules. An aqueous spray is added to adhere the salt grains to the pellet surfaces. With the application of a dust control agent, the salt grains are retained.
