This is not a Call For Votes (CFV); you cannot vote until a CFV is posted at a future date, assuming one is. Procedural details are below. Newsgroup line: rec.aviation.planespotting Discussion of aircraft seen at various airports. RATIONALE: rec.aviation.planespotting Plane spotting is a growing hobby, anybody with a camera or binoculars can take part. Plane spotters gather at or near civilian airports or military airfields and watch aircraft. What makes Plane Spotting a neat hobby is, on any given day you never know what you might see. For instance, I live near Wright Patterson Air Force Base, and we have the 445th AFRES transport squadron. They fly C-141 cargo planes. But other types of aircraft from fighters, to the B-2 bomber come in and out. Spotters like to see these "RARE" planes in their area. They are rare, because the units they represent are from other places. Many spotters record tail codes from these aircraft and create a "COLLECTION." Why a newsgroup is needed is simple. When I started plane spotting getting information about the hobby was difficult to find on the net. The rec.aviation newsgroups really do not provide information spotters are interested in. Spotters like to know where various aircraft are from, what units are active, who's going where, and what they're flying. While my primary hobby is Military spotting, many people are interested in civil aircraft spotting, or helicopter spotting. In times of crisis when tensions get high rec.aviation.planespotting would be a great source of information about what units are being deployed. One spotter may start a thread of the 170th FW leaving Springfield, OH and another may post they landed in AVIANO, Italy, or they were seen patrolling the NO FLY ZONE over IRAQ. If you search for plane spotting, or plane spotters in DEJANEWS only two entries are returned. We need this newsgroup, to pass along info to current hobbyists and to provide vital information to those getting started in the hobby. CHARTER: rec.aviation.planespotting This is a newsgroup for discussion of all aspects of aircraft spotting and to provide information to aircraft spotters. Some examples of appropriate topics include, among many other possibilities: - military (units active, who's flying where, unusual aircraft at your local field...) - civilian (new paint schemes on airliners, new planes for an airline...) - communications (callsigns, in-flight communications, declared emergencies ..) - tips (good viewing locations, tips for beginners...) - announcements (when to expect aircraft at an event say an airshow) - whatever other plane spotting topics you feel you need to discuss. Appropriate postings include discussions of appropriate topics, FAQ's, booklists, personal insight essays, announcements of new publications binary files (pictures of aircraft you took, or unusual audio recordings from ircraft. Cross posting should usually be avoided. Before starting a thread posters should consider whether another group is more appropriate. For instance if posting about a new radar system rec.aviation.military would be more appropriate. Inappropriate postings include: Anything that does not further the hobby of plane spotting, or is of no interest to plane spotters. *Totally* inappropriate postings include: - advertisements and commercial posts - inappropriate cross-posts (usually, cross-posts to more than three groups total). This group is unmoderated, allowing anyone with the proper access to participate in discussions. This charter is subject to modification to the extent that newsgroups named in it may be renamed or removed, or other newsgroups relevant to early modern history may be created. END CHARTER. PROCEDURE: This is a request for discussion, not a call for votes. In this phase of the process, any potential problems with the proposed newsgroup should be raised and resolved. The discussion period will continue for a minimum of 21 days (starting from when the first RFD for this proposal is posted to news.announce.newgroups), after which a Call For Votes (CFV) will be posted by a neutral vote taker. Please do not attempt to vote until this happens. All discussion of this proposal should be posted to news.groups. This RFD attempts to comply fully with the Usenet newsgroup creation guidelines outlined in "How to Create a New Usenet Newsgroup" and "How to Format and Submit a New Group Proposal". Please refer to these documents (available in news.announce.newgroups) if you have any questions about the process. DISTRIBUTION: This RFD will be posted to the following newsgroups: news.announce.newgroups, news.groups, rec.aviation.announce, rec.aviation.military, rec.aviation.military.naval, rec.aviation.misc, rec.aviation.homebuilt, rec.aviation.marketplace
