This is a proposition to create a newsgroup for the discussion of
business topics pertaining to Country Inns and Bed & Breakfast
establishments.  The name of the newsgroup will be
misc.industry.hospitality.bed+breakfast.  The group will be unmoderated.

Newsgroups line:
misc.industry.hospitality.bed+breakfast	Business topics of Bed & Breakfasts.

This document is the Request For Discussion (RFD) required for Usenet
newsgroup creation.  The whole process of newsgroup creation is
discussed in the article "How to create Usenet Newsgroups" posted in
news.groups.

RATIONALE: misc.industry.hospitality.bed+breakfast

At this time there are no existing newsgroups devoted to the topics
and concerns of the Country Inn and Bed & Breakfast industry.  The
intention of this newsgroup is to provide a forum for the tens of
thousands of Inn owners throughout the world to share their ideas and
discuss their concerns about all aspects of the industry.  The need
for this group is demonstrated by the fact that in the United States
alone there are over 134 regional associations for the more than
12,000 Inns.

CHARTER: misc.industry.hospitality.bed+breakfast

The purpose of this newsgroup is to facilitate open discussions about:

        Daily business operations

        Marketing strategies

        Management concerns

        New opportunities

        New products

        Developing trends

        General industry concerns

Postings will be welcome from all parties involved with or interested
in the Country Inn / Bed & Breakfast Industry.  This may include Inn
owners, employees, associations, suppliers, and service providers.
This group, however, is not intended for the use of Inn guests.  They
will be referred to the proposed newsgroup
rec.travel.bed+breakfast. Although new product and service
announcements will be welcome, outright advertisements or promotions
will be discouraged.

Binary files will NOT be welcome, no matter how related they are to
your posting.  These postings should be made to an appropriate
binaries group.

PROCEDURE:

Here is a summary of the newsgroup creation process.

This RFD will be posted to a few key newsgroups,
'news.announce.newsgroups' and 'news.groups' most importantly.  This
opens up the discussion period.  The discussion about newsgroup
creation takes place in 'news.groups'.  Other interested newsgroups
and mail lists will also get the RFD.  The discussion period will last
for 30 days.

After the discussion period, a call for votes (CFV) will be posted to
the same groups that received the RFD.  The CFV will specify the
period of time when people may vote YES or NO on the newsgroup
creation.  Votes will be counted by an impartial volunteer vote taker.
The voting period must be between 21 and 30 days long.  Typical voting
periods are 22 days.  The length of the voting period will be
specified in the CFV.

At the end of the voting period, the newsgroup will be created if
there are 100 more YES votes than NO votes AND at least 2/3 of the
total number of valid votes received are in favor of its creation.

After the voting period, the result will be posted to news.groups.
This will be followed by a week-long period where the results of the
vote may be challenged.  If the vote passes and survives scrutiny, the
appropriate newsgroup creation messages will be sent.  If the vote
fails, we must wait at least 6 months before the matter can be brought
up for discussion again.
