New faq-server help file available

I've rewritten the faq-server's help file and put a copy on the FTP
server at

ftp://rtfm.mit.edu/pub/faq-maintainers/faq-server-help

With the recent discussion, I expect faqs.org and perhaps other
mirrors will grab copies or create pointers to that file, too. You
can also get a copy by emailing <faq-server@rtfm.mit.edu> with "help"
in the Subject of your message.

Additional comments and suggestions for the help file are welcome.
