Followup-To is ignored for calculating the BI, but it's very rare for
FAQs to get anywhere near the cancellation threshold.
Something to watch out for is "Gn" feeds (e.g. G5), which are limits on
the number of newsgroups (*not* followups). This is a standard feature
of INN, but only used if explicitly configured in the newsfeeds file
(and IMO should not be used, and certainly not with a value as low as 5
which nukes most of news.announce.newgroups as well as news.answers).
Cleanfeed (becoming ever more popular) is a little more sensible; it
has separate limits for articles with and without Followup-To headers;
the default is to reject articles with over 14 newsgroups, *unless* there
is a followup-to header pointing to less than 8 newsgroups (or "poster").
(A separate limit of 6 groups is used if any *.test, *.jobs or
*.forsale groups are involved.)
