According to the FAQ-server's logs, that article was posted on
Feb. 26, and it was archived at rtfm.mit.edu (which grabs articles off
the news feed, not directly from the faq-server) on Feb. 27. If it
didn't make it to the other archives or mirrors, that points to poor
propagation.
Perhaps some site is categorically refusing to propagate articles
posted to more than a set number of newsgroups? FAQs don't typically
violate more reasonable metrics such as BI>x, because of their
Followup-To: lines.
