Is someone possibly forging cancel messages on these? I couldn't turn up anything on Deja-News (Deja-News was even worse for current postings). I remember some loser running a faqcancel bot at one time.
Or is propagation just poor? Here's a header from one of the articles that did make it; could one of these sites in the path be dropping articles for some reason? I'd bet that Sprint would be sensitive to a large posting like this... could the Win95 FAQ be exceeding the BI?
