I use SGML-Tools (formerly Linuxdoc-SGML) to maintain my FAQ, and I'm
quite happy with it. I only use its HTML and TXT output formats, but
it also has TeX/LaTeX, LYX, RTF, and perhaps other output formats
available as well.
