I suspect I have failed to understand something. If a keyword header
exists then I don't understand why this shouldn't be used as a HTML
META keyword entry. These perform the same function - in my FAQ,
which is maintained in HTML, they *are* the same. I would object if
your META keyword entry differed from my keyword header.
If you want people to agree on a way of automatically creating a META
keyword entry when there is no keyword header, then I suspect you are
out-of-luck. If somebody cares about keywords then they will have
taken the trouble to include a keyword header. If they don't care
about keywords enough to include a keyword header, then why would they
care how you create a META keyword entry for them?
