Other approaches you might consider are (a) the "texinfo" system used for
documentation in GNU emacs and related FSF stuff; (b) the "linuxdoc"
toolset that's being used for Linux HOWTOs and related documentation.
texinfo has a very LaTeX-like feel, while linuxdoc is SGML-based and is
pretty close to regular HTML. Both, however, are supposedly designed to
produce heavily cross-referenced, sectioned documents like program manuals
and FAQs.
The last time I tried to use linuxdoc for anything serious, I decided it
wasn't quite ready for prime time yet. But that was over a year ago.
texinfo stuff can be found at your nearest FSF archive (eg.,
prep.ai.mit.edu), linuxdoc at any Linux archive (try poking around under
http://sunsite.unc.edu/pub/Linux/docs/INDEX.html).
