Using the old FAQ itself would be a copyright violation. However,
taking over a defunct FAQ's Archive-name and posting a new document in
its place is fine, and that's what we'd allow. If the old maintainer
hasn't contacted us about passing the FAQ itself on to another
maintainer, we disable the old auto-posting and let the new maintainer
re-establish it if desired.
