I like to think that I've helped to improve the quality of
comp.software.testing. Early on I adopted the approach that I
wouldn't try to enforce any kind of policy unless I had the support of
most of the readership. Now that we've had a FAQ for a while, people
who had given up on the group are slowly coming back and we're
starting to build a strong community of contributers.

Now we have many people who won't follow the group's job ad policy.
Since people don't seem to be concerned about helping to enforce it,
I've started to build a kill file rather than trying to enforce it.
Eventually I'll probably change the policy.

Part of the problem is that the people violating the job posting policy
and many others are not regular readers of the group. Another example
is people who mistake comp.software.testing for misc.test. It doesn't
matter what the FAQ says, because they'll never read it. If the name
of your newsgroup attracts many transients like this, you have an
uphill battle.
