The problem of everyone using one strategy is that, unless the site in
question was specifically designed for it, the site chosen would get
overwhelmed by the hits.

HOWEVER, a plan like the Perl community uses in their CPAN setup, is
rather nice. There, access to a central URL triggers a search for the
'nearest' URL to the originator's host (obviously, there are limits to
what can be done) and then a redirect to the right place on that host.
That way, searching, downloading, etc. all occurs somewhere else, but
the one URL can be used by software.
