You add a META tag in your HEAD section. Here's an example from
the Advanced HTML course I teach:

This page has moved

The Blurble Page has moved!

Thankyou for visiting the blurble page. We have moved to http://www.newsite.com. If you are using Netscape or Microsoft Explorer, the new page will load in a few seconds. In other browsers, please use the link. When you reach the new page, please update your bookamrks.

Important notes: warn people they are getting redirected
so they aren't surprised when the page they are reading
disappears without them clicking anything. Provide a link
for people with older browsers. Ask them to update their
records. The META tag is a tricky one: both the number
(time in seconds before the reload) and the URL are inside
the same set of quotes and are separated by a semi colon.
