HTML 3.0 is no longer a draft spec. Look at the new HTML 3.2 'wilbur'
spec. See the Webtechs verifier:

I am not up-to-the-minute on the IETF process, but I believe that there
_is_ a draft on the standards track in the IETF and that it is neither
the old 3.0 draft _nor 3.2 from W3O_.
