Can't send messages if not subscribed?

I recently sent a message to faq-maintainers@consensus.com and it bounced
because at the time I was not subscribed to faq-maintainers. I could see
that this policy could create problems for some readers with accounts
similar to my own: the reason I was not subscribed is that on the cluster
that I receive mail and read news on, we are not allowed to subscribe to
mailing lists but must read them as mlist newsgroups instead. Fortunately,
I was able to subscribe to the mailing list from this account,
<wrean@krl.caltech.edu>, but I could see that other readers of
faq-maintainers might not have this option. Is there a reason for this
policy?
I had actually intended to ask this question only of the people who run
the mailing list, but when I sent this email to
faq-maintainers-request@consensus.com, I merely got messages saying
that I was subscribed/unsubscribed from the mailing list. Was I doing
something boneheaded, or does one only get automated replies when
emailing that address? If so, it might be more helpful to make that
explicit in the policy statement.
