The official answer I got about this, when I asked, is as follows:
"The TX form is used for any non-dramatic literary work, including FAQ's.
Registration is a formality having advantages to the copyright owner (it
creates a public record of the ownership and provides the owner with legal
documentation of that claim), but it is not required in order to own the
copyright in a work. Copyright is an automatic protection. The author of a
work automatically owns the rights to the work he/she created. As with any
work having frequent revisions, it is up to the copyright owner to decide
which versions, if any, should be registered."
