I just put a copy of the mailing-lists-policy document on
rtfm.mit.edu, in the same directory as the faq-maintainers message
archives.

The URL is <ftp://rtfm.mit.edu/pub/faq-maintainers/mailing-lists-policy>.
To use the mail server, send the command
"send faq-maintainers/mailing-lists-policy" (no quotes) in the body of
email to <mail-server@rtfm.mit.edu>.
