Actually, it does split the digest items into a separate files (at
least it did on my FAQs!). Do you know of an example of an FAQ in
digest format that isn't split into separate files by the Ohio
server?

Yes, this does look a little weird. The way I've dealt with that is
to not have the TOC be a separate digest item; instead I just have it
as part of the "Introduction." That way at least you don't see "TOC"
in the TOC.
