Yes, that is a drawback. I did have multiple levels in my FAQ before I
converted it, but nobody has complained. And it's actually easier to
maintain now.

Yes. It's not exactly cutting-edge hypertext, but it does let people
click on a TOC entry and go straight to that section instead of
scrolling through the whole thing.
