Not at all, The script converts from it into a (much more readable)
standard text format. Apart from the digest format (see RFC 1630) I don't
believe there's much of a standard format out there.

Not that I know of, I use it because it makes it easy to move whole
sections around and because it can sort sections alphabetically.

I don't think there is a need to do it at all. Apart from writing a
structured text, the outline format is pretty much useless (which is why
my script converts *from* outline format :) ).
