Unfortunately this doesn't work. Let's do some calculations.
200 CDs weigh about 200*135 grams or 27 kilograms. Postage
for a 27 kilograms package to the US sums up to... well,
the limit is 20 kilograms, but let's do it in 13kg + 14kg
packages:
13kg airmail: 180.00 DM surface: 74.00 DM
14kg airmail: 191.00 DM surface: 77.00 DM

27kg airmail: 371.00 DM surface: 153.00 DM
~US$ 250 ~US$ 110
(27 kg doesn't include the box for the 200 envelopes etc.)
Makes (airmail) ~2 DM per CD. Better. But this isn't all.
Add the difficulties to get the inner-US postage onto the envelopes.

What do you think the US customs will say to someone receiving
a package with 200 CD-ROMs?
They'll charge him quite a lot. The other way round you would
have to pay ~5% plus another 15% on top of that for value added tax
(sales tax for those who don't know what VAT is). ~20% of what? Of
the values of the CD-ROMs plus (now it gets interesting) the postage.
Yes, you have to pay again for the postage. Just enjoy it. :-/.

P.S.: This is not to defend Frank. It's getting rid of some steam
accumulated fuming about German postage rates.
P.P.S.: To send 13+14kg airmail from Germany to Australia would have
cost 668 DM. Which is about $450.
P.P.P.S.: Actually the best way to do this would be to drive to Belgium
and mail the stuff from there. Belgium postage rates are even cheaper
than US ones.
