I don't know about VAX/VMS, but one of the possibilities is to use the
FAQ posting server: send "help" to faq-server@rtfm.mit.edu to find out how
it works.

Or, maybe you can make an NNTP connection to your news server (probably
news.marshall.edu), and feed the FAQ to it using the "post" command.
I have a Unix utility which does that for you (written in Perl), but that's
probably not of much use to you.
