Putting approved line in header

As you know the approved line is required to get a FAQ into
the rtfm.mit.edu archive. Using our Usenet News POST/HEADERS
on our VAX/VMS it was easy to generate the required headers
to get approval from the *.answers team. However, submission
with approval requires that the approved line be included in
the header, but POST/HEADERS does not generate such a line.
How can it be done with Usenet News on this system, if
possible? If it is not possible with Usenet News, what are the
alternatives to do it, preferably on our VAX/VMS? Otherwise,
where can I get an account elsewhere to do it?
