Because sometimes individual moderators are unavailable. All of us have,
at one time or another, become unavailable. Some of these things are
predictable (the cycle of the academic year), and some of these things are
unpredictable (work crises, losing net-connectivity, modem frying, etc.)

Our policy of handling new and repeat correspondence on an equal footing
does not affect the fact that all correspondence needs to be archived
and logged. We do that through the published submission address.
