I suggest you read the help document retrievable from the faq-server
itself (email faq-server@rtfm.mit.edu, Subject HELP), which describes
how this works (your surmise in the last sentence is correct). The
*.answers moderators would never support or recommend a service so
broken as to require that postings have a Subject line which consists
of the faq-server ADD command. :)

P.S. While not desiring to stifle genuine discussion on this mailing list, I encourage FAQ maintainers with basic questions to bounce them off the *.answers moderators directly (via news-answers-request@MIT.EDU) first. Admittedly, our queue delay is now wavering between 10 and 14 days (large number of us being students, September is a bad month), but many questions aren't of a particularly urgent nature, I think, and many others on the faq-maintainers mailing list will appreciate the lessening of traffic flow.
