Legal ? There is nothing legal or illegal about USENET just yet. Wait a
bit, while the individual country court systems catch up, but as of yet they
have not.
If you mean, is it acceptable practice to post an FAQ through a mail2news
gateway, I'd answer that it is no different than any other posting submitted
in that manner. Here is a section from the draft moderators handbook that
is currently being reviewed on the moderators mailing list.

A.5. Submitting articles thru public USENET Mail/News gateways.
If you do not have direct access to USENET news, you can still
moderate a USENET newsgroup. This can be done by submitting
articles to the group via electronic mail, instead of posting
them directly to the group. There are a several 'public'
mail/News gateways. Each one has their own ways for addressing
syntax. The three most common ones are:
Site: cs.utexas.edu
Syntax: newsgroup-name@cs.utexas.edu
Example: To send to the newsgroup 'comp.compilers',
address the message to
Site: newbase.cs.yale.edu
Syntax: newsgroup.name-news@newbase.cs.yale.edu
Example: To send to the newsgroup 'comp.compilers',
address the message to
comp.compilers-news@newbase.cs.yale.edu
Site: decwrl.dec.com
Syntax: newsgroup.name@decwrl.dec.com
Example: To send to the newsgroup 'comp.compliers',
address the message to
comp.compliers@decwrl.dec.com
