I stick in MIME headers, and tell anyone who complains that their
software needs updating. Actually, it should be trivial to hack trn so
that if it's running on a 7-bit system and detects an 8-bit posting
from the headers, it translates the accented characters to whatever
ghastly 7-bit representation the user wants. I don't know why
nobody's done it yet. Perhaps there aren't enough 7-bit systems to
make it worth the effort.

Of course, that doesn't catch the case where the *transport* software
is 7-bit. But I don't know of any commonly used news transport
packages which are 7-bit.
