How about having certain parts of the FAQ broken off and posted periodically,
but just less often than the FAQ? Then all these files can be made available
via mail-server@rtfm.mit.edu, and ftp is not needed to retrieve the files.

You could also not post the split off files at all, and just have them available
at a mail-server somewhere...
