Suppose somebody wanted to retreive the books/stores/north-american/western
and books/stores/north-american/nyc FAQs from a System V machine which
cuts all filenames after 14 characters.

books.stores.north-american.western
books.stores.north-american.nyc
^
14 th character

In other words, these names would have to be unique within the first
14 characters to be useful to a large number of systems on the net. I
don't think any naming sheme is possible which is not at the expense
of clarity.
