Then start one. As I suggested to the original FAQ poster, post with
Distribution: eunet,de for a while, with a note saying you'll switch
to Distribution: de after a few months.

There's no need to discuss or settle anything. Anyone can start a
distribution. If the FAQ files are useful enough, people will request
that distribution.
