I have no affiliation with XOC, the Xanadu Operating Company, nor with
AutoDesk, their parent company. Nor do I have any affiliation with
any other company involved with Project Xanadu. Mantis Consultants
obtained some developer information about Xanadu, but that's it as far
as affiliations go.
My knowledge about the project and about hypertext in general comes
from the work I did for my final year dissertation on hypermedia
systems.

If anyone apart from Detweiler really believes this, look me up in the
RIPE whois database. You could also use finger to get Mantis's phone
number and give me a call. I can do a very convincing English accent.
There's a JPEG of me on our ftp site. We even have a videophone in the
other office, for the truly paranoid.
Still, I suppose if I really was a retired Californian millionaire, I
could afford to hire an English actor to pretend to be me...

OK, I admit it, I was baiting you. But there is a serious point: any
scheme you suggest for rating FAQs must take account of the fact that
it's impossible to verify every user who accesses an FAQ file. So a
simple count of accesses isn't sufficient.
