The makefaq.pl script doesn't help with the initial conversion to
HTML. It's more like the other converters; it produces both ASCII and
HTML output from a single more-generic input format. The difference
is, the input format is esentially HTML, with a few additional
features and markings to help both versions look good and function
properly.
