It's still in the specification stage, from the agenda at the San Jose
IETF:

1:00 URN issues (Mitra, Chris Weider)
IESG comments on URN requirements (?)
URN specification

There will probably be a urn->url mapping agent built on whois++
concepts sometime soon..
