Well, I will add my suggestions into the field as well, I guess.
I wanted to maintain a FAQ in ASCII and HTML, as well as WinHelp! ;-)
My resultant process is as follows:

I) I store and edit the main FAQ in MS Word, in a WinHelp like format.
II) I then export the file in Rich text format (RTF) which is the
file format that links all three together.
IIIa) From RTF, I then can directly create the WinHelp file.
IIIb) Also from the RTF, I use the rtftohtml utility to convert the faq
to html. I am still working on this conversion, however, since
html hyperlinks are a little more difficult.
IIIc) Finally, I use a modified version of the rtftohtml utility that
I (co-)wrote to convert the file into formatted ASCII text.

To handle special data like the html link information that will not occur
in the final ASCII text, I use special character-based styles, which are
then saved in the RTF file. The converters will recognize the special
formatting and delete the text if necessary. I may have to add a preprocessor
however before IIIa) to get rid of some HTML specific text....

Its messy, but is fairly flexible...
