Only monthly? Mine are revised biweekly! :-)

Anyway, here's the relevant section from the FAQ with which I have similar
problems.

This article is copyright (c) 1993 by Ilana Stern. It may be freely
distributed for non-commercial purposes only, provided that this copyright
notice and the instructions on retrieving a current copy are not
removed. The information in this article is provided as-is, with no
warranties or assurances as to its accuracy. I prefer that archives
maintain current copies, since this information changes rapidly. If
you would like to put this article in an archive and want to receive
a new copy automatically at every update, please send me email.

The cron job which posts the FAQ also emails copies to archivers who
have requested it.

If I discover "unauthorized" archive sites, I email the maintainer
and ask him to do one of three things (in order of preference):

1) Mirror or point to an existing authorized copy
2) Get on the mailing list and commit to monthly updates (I send out
updates biweekly, but only insist on monthly updates)
3) Remove the FAQ from the site, possibly replacing it with the
instructions for obtaining a copy (i.e., ftp to rtfm)

I have gotten steamed about violators, but everyone has been really
nice and acceded to my requests once I explain why it is important
for outdated copies to be removed.
