What about a RFC ? What about a X-C.List.maintainer ? Or maybe
(more democratic) a single list maintainer who *has* to ask on
this list before committing a change. Who wnats to use X-C
will ftp to the archive site (rtfm, for example) and get the
official list: ftp//rtfm.mit.edu/path/to/X-Copyright.LIST
