<CAPTION ...> is awkward in the way you indicate if the caption goes on top or bottom, left or right of the table. <CAPTION ALIGN="..."> is used for all four positions, which means that it has no way to indicate, for example, if the caption should go on the bottom right of the table.

MSIE recognizes VALIGN for the purpose of establishing vertical vs. horizontal positioning, but Netscape doesn't recognize VALIGN. Instead of using VALIGN, use ALIGN to indicate the vertical position and styles to indicate the horizontal. So, for example, these tags indicate that the caption should go on bottom and to the right, and on bottom and to the left:
