SIZE gives the horizontal size for the space when you use
HORIZONTAL, and
vertical size when you use
VERTICAL.

this code
produces this
There was a long <SPACER TYPE=HORIZONTAL SIZE=50> pause<BR>
and then he <SPACER TYPE=HORIZONTAL SIZE=100> spoke.
There was a long pause
and then he spoke.

<SPACER TYPE=VERTICAL SIZE=50>
hi there!
<SPACER TYPE=VERTICAL SIZE=200>
