SUBJECT: Designation of Director and Deputy Director of

National Photographic Intelligence Center (NPIC)

In accordance with NSCIDhe Director of Central Intelligence has designated Mr. Arthur C. Lundahl of CIA as Director of the National Photographic Intelligence Center (NPIC) after consultation with the interested USD3 members and with the concurrence of the Secretary of*

Pursuant to Mr. Dulles' suggestioneputy Director for the NPIC be selected from the Department of Defense, General Erskine has advised that Colonel David^Stuartorps of Engineers, U. S. Army, has been assigned as Deputy Director, NPIC. At theanuary USIB meeting General Erskine also informed the Board of arrangements for handling the assignment of Deputy Director of NPICotational basis among the Military Services and of the extent to which the Military Services planned to participate in the NPIC. These actions within the Department of Defense are set forth in more detail

With reference to the matters that you asked me to coordinate within Defense during the last meeting of theave the pleasure of submitting the following data:

The Secretary of Defense approves Mr. Arthur C. Lundahl to be the Director of the National Photographic Intelligence Center (NPIC).

The Army has been designated to provide the first Deputy Director of

The Office of Deputy Director of NPIC will beotational basis among the Military Services, and the tour of duty for the Deputy Director will be three years.

(d> Colonel David Stuartorps, of Engineers, U. S. Army, will be assigned as Deputy Director, NPIC. He is now on foreign service but will be recalled and report for duty within about six weeks.

The Military Services will participate in NPIC to the following extent:
