Unless requested to do sooard member we do not propose to place this matter on the agendaSIB meeting at this preliminary stage. However, there will be an opportunity for Board discussionpreparation of the initial progress report.

ndf the Joint Study Group, relating to the problems of coordinating requirements, were approved by the National Security Council "in principle and subject toby the United States Intelligence Board in consultation with the Secretary of Defense and the Joint Chiefs of Staff." It is clear that full implementation of these recommendations will necessarily wait upon the results of studies and reviews now under way in the Department of Defense.
elieve it may be possible to identify and define some elements of the over-all requirements problem on which the intelligence community could usefully work, and the solutions to which would represent forward steps toward meeting theof the Joint Study Group. Examples of the type of projects which investigation might show would be feasible and useful to undertake at this time are the following:
