INTELLIGENCE MEMORANDUM SUBJECT: Security Conditions in Mexico

1. Nothing has occurred since USIB approval onune of, SECURITY CONDITIONS IN MEXICO, which would change its conclusions.

2. The anticipated demonstrations by Communist students have been taking place, and the Mexican Communist Party (PCM) has been passing out handbills, painting wall signs, and otherwise attempting to create disorders. The much more powerful Communist-led Popular Socialist Party and most of Lazaro Cardenas' Nattona] Liberation Movement have not Joined In these activities and plan to Ignore the President's visit rather than to demonstrate against it. Bias Roca, chief of the Cuban Communist Party, who arrived In Mexico Cityune, Ls scheduled to leave for Montevideo today.

3. Mexican government security measures have been effective and members of the PCM engaged in overt antl-vlalt action have been Jailed. Thenow feels sufficiently secure to call off its plans for blanket arrest of all hostile political leaders. The US Country Team reporting last night, concurred in this judgment and reaffirmed Its belief that the "Government of Mexico has the will and ability to cope with PCM plans."
